China’s clean energy growth to accelerate global power source transformation: FM

China's remarkable progress in the clean energy sector in recent years has provided practical resolution in tackling global climate change, and will accelerate international power source transformation, said the Chinese Foreign Ministry on Friday, calling on the world to work together in addressing challenges of climate change. 

Wang Wenbin, spokesperson for the FM, made the remarks during a press conference while responding to media enquiries on China's prospect of realizing scheduled wind and solar power development goal six years in advance, and that 60 percent of global electricity generated by renewable power source will come from China by 2028. 

Wang stressed that power source transformation is the only way to achieve the goal of the Paris Agreement and a future of green development and sustainability. "China's clean energy sector has grown to a global leader from a follower in a short time, and made significant contribution to the world's low carbon development." 

By the end of 2023, China's capacity of renewable power generators surpassed half of total power generators. China's new-energy vehicle output and sales hit 9.587 million and 9.495 million in 2023, increasing by 35.8 percent and 37.9 percent year-on-year, respectively. The two figures both accounted for over 60 percent of global volume, and have been keeping the first place for nine consecutive years, said Wang. 

International Energy Agency's Renewables 2023 showed that China's acceleration in renewables was extraordinary. In 2023, China commissioned as much solar PV as the entire world did in 2022, while its wind additions also grew by 66% year-on-year, said the report. 

However, Wang emphasized that the world should work together in achieving the same goal by abandoning protectionism, unilateralism and para-politicization. 

In regard to this, China has actively participated in the construction of clean energy infrastructure in other countries such as solar, wind and hydro power plants in United Arab Emirates, Morocco, South Africa, and Pakistan. 

During the 28th meeting of the Conference of the Parties which ended in December 2023, all parties of the meeting highly agreed on China's concept and progress in low carbon transformation, and believed that China's practical solutions have important meaning in global green development, Wang stated. 

"China will stick to the strategy to foster a community of life for man and nature, conduct power source transformation steadily, and make greater contribution in tackling global climate change," said Wang. 

China to strengthen ‘toolkit of countermeasures’ to safeguard national interests: Commerce Minister

China's commerce ministry will step up efforts in five fields as part of the efforts to building China into a trading power of both quality and quantity, including upgrading cargo trade, seeking innovations in service trade, developing digital trade, deepening international cooperation and safeguarding trade security, Commerce Minister Wang Wentao said in an interview with the People's Daily published on Thursday.

Wang said China's goal of becoming a global trading power is helped by many favorable conditions. 

"We can leverage the political advantage of the CPC leadership and the institutional advantages of socialism with Chinese characteristics in pooling resources behind major undertakings. That's our foremost advantage and the fundamental guarantee for building a powerful trade country," Wang said.

In addition, the country's long-term bright economic prospect, powerful production capacity, great innovation potential, ultra-large market and sound infrastructure will all provide strong support, he said.

As the world has entered a new period of turbulence and transformation, economic and non-economic factors are intertwined and "black swan" and "grey gray rhino" events will likely increase. Against this backdrop, China's trade development faces increasingly complex and challenging external environment, Wang said.

He said China's trade sector faces some challenges in 2024, which includes a sluggish global economy, rising protectionism and unilateralism, as well as neighboring countries' measures to attract investment. The growing spillover risks of geopolitical conflicts impact the stability and smooth operation of global supply chains. Climate change and frequent natural disasters may also increase uncertainty.

Wang said the ministry will take advantage of platforms such as the communication mechanism between Chinese and US commerce departments and export control dialogue mechanism between China and the EU as well as between China and Japan in order to narrow the differences and expand more fields of cooperation.

China will actively respond to trade frictions, improve the country's multi-party collaborative response mechanism and properly handle trade frictions, Wang said.

"Faced with unreasonable sanctions and crackdowns, we will take forceful measures to firmly safeguard our country's national interests," Wang said, adding there will be more efforts to strengthen the country's toolkit of countermeasures.

China will take legal actions such as initiating lawsuits at the WTO to safeguard its legitimate rights and interests and make good use of the Unreliable Entity List, he noted.

China’s central bank keeps MLF rate unchanged on Monday

The People’s Bank of China, China’s central bank, on Monday added 995 billion yuan ($138.84 billion) worth of one-year medium-term lending facility (MLF) loans to some financial institutions, but kept the policy rate unchanged.

In order to maintain reasonable and ample liquidity in the banking system, the central bank conducted 89 billion yuan ($12.52 billion) of seven-day reverse repos at an interest rate of 1.8 percent.

In addition, a total of 995 billion yuan was also injected into the market via the MLF, which will mature in one year at an interest rate of 2.5 percent, unchanged compared to the previous operation, according to a statement on the central bank’s website on Monday.

Some market analysts said the central bank is likely to keep the one-year Loan Prime Rate, unchanged too on January 20, as the LPR often mirrors the one-year MLF rate. 

CCDI issues communiqué, vows to eliminate systemic corruption risks and consolidate overwhelming victory

The 20th Communist Party of China (CPC) Central Commission for Discipline Inspection (CCDI) on Wednesday adopted a communiqué at its third plenary session,  pledging to continuously deepen the fight against corruption, seriously investigate and punish corruption in the financial sector, state-owned enterprises, universities, sports, tobacco, medicine, grain purchase and marketing, and statistics, as well as resolutely eliminate systemic corruption risks and hidden dangers so as to comprehensively consolidate a hard-won and overwhelming victory.

The third plenary session was held in Beijing from Monday to Wednesday with 238 attendees and 132 members of the CCDI. 

According to the communiqué, as 2024 marks the 75th anniversary of the founding of the People's Republic of China and is a key year for achieving the goals and tasks of the 14th Five-Year Plan (2021-25), the country will continue to do a good job in discipline inspection and supervision this year.

The communiqué stressed that this year will focus on eradicating the conditions that give rise to corruption to deepen the fight against this behavior. Ensuring that officials "do not dare, are not able, and do not want to be corrupt" is the fundamental guideline for battling corruption.

The communiqué said the country will continue to focus on key issues, key areas, key targets, new types of corruption and hidden corruption, and severely punish corruption linked with government and business as the top priority in the battle. 

China will deepen efforts to crack down on corruption in finance, state-owned enterprises, energy, tobacco, medicine, infrastructure projects, and bidding, also with focus on cross-border corruption. 

China will strengthen joint investigation into bribery as well as officials taking bribes, and improve the joint punishment mechanism for key bribe givers. Also, it will continue to promote national anti-corruption legislation, according to the communiqué.

Li Qiang, Zhao Leji, Wang Huning, Cai Qi and Ding Xuexiang, all members of the Standing Committee of the Political Bureau of the CPC Central Committee, attended the meeting. 

Li Xi, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and secretary of the CCDI, presided over the meeting. The session reviewed the work of disciplinary inspection and supervision in 2023, deployed tasks for 2024, and approved the work report on promoting the high-quality development of disciplinary inspection and supervision in the new journey presented by Li.

Xi Jinping, general secretary of the CPC Central Committee, Chinese president and chairman of the Central Military Commission, emphasized at the session on Monday that after 10 years of unremitting anti-graft efforts in the new era, an overwhelming victory has been achieved and fully consolidated, according to the Xinhua News Agency on Tuesday night.

However, the situation remains severe and complex. "We must have a clear understanding of the latest developments and trends in the fight against corruption, and of the soil and conditions that give rise to corruption. The Party must continuously combat corruption with tenacity, perseverance and precision, and resolutely win the tough and protracted battle against corruption," Xi said.

Before and during the three-day third plenary session, China's state broadcaster China Central Television (CCTV) aired the four-episode anti-graft blockbuster Continued Efforts, Deepening Progress for four consecutive days. The documentary, which came to an end on Tuesday, features 12 typical corruption cases, with implicated officials confessing their crimes on camera, including those related to the high-profile anti-corruption efforts covering Chinese soccer. Leaving audiences in shock, the documentary indicates that China's anti-corruption efforts in 2024 will be more potent and thorough, said experts.

Also, judging from the latest communiqué, Chinese experts say that in the new year China will step up its efforts in combating corruption in a deeper dimension, particularly in resource-intensive industries such as the financial and health sectors.

Tang Renwu, dean of the School of Governance of Beijing Normal University, told the Global Times on Wednesday that an unprecedented achievement in anti-corruption was made in 2023 as the largest number of corrupt officials were arrested since the 18th CPC National Congress in 2012.

In the first nine months of 2023, Chinese discipline inspection and supervision agencies filed around 470,000 cases, with 12,000 individuals involved in bribery cases. A total of 45 senior officials were investigated in 2023, the highest number since 2012.

The crackdowns on corruption will further intensify, which can serve as a crucial deterrence to corrupt officials, Tang said, noting the comprehensive anti-graft drive is welcomed and supported by the people.

Although the country has gained a decisive victory in the fight against corruption, there is still a long way to go and the next step should be to improve and establish a system in which officials won't desire to commit corruption, which will be the major task for 2024, Tang said. 

Forum addressing 'foreign-related laws' held in Beijing to enhance China's global legal discourse power

A forum focusing on enhancing China's foreign-related legal system and the cultivation of talents in the niche legal field was launched on Sunday in Beijing.

The event was attended by several Chinese experts in the legal field. Some of them were veterans of the "court" organ while others were scholars of law departments at China's higher-education schools such as Beijing Foreign Studies University. 

The forum represents China's all-round efforts to strengthen its foreign-related legal system, which Chinese President Xi Jinping emphasized at the 10th collective study session held by the Political Bureau of Communist Party of China CPC Central Committee on November 27. 

Qiao Xiaoyang, the former chairman of the National People's Congress Law Committee, gave an opening speech to indicate the urgency of boosting the foreign-related legal system as in the international legal community China has gone from being a "calm rational observer" to a "participant in making regulations with the integrity of justice and equality." 

"By enhancing our 'legal confidence,' we can amplify the country's discourse power in the international legal community while allowing us to become better connected to the world," Qiao remarked. 

Tribunal experts such as Gao Xiaoli and Si Yanli shared their insights on detailed legal aspects such as establishing mechanisms for international commercial dispute settlements as well as how to boost China's foreign law relations with the world by borrowing the developing strengths of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA). 

Gao, a judge with the China International Commercial Court (CICC), said that thanks to China's prosperous and growing Belt and Road Initiative (BRI), the country's business exchanges with the world are surging and fruitful but it is also unavoidable that business conflicts will emerge. 

She then proposed to establish a "comprehensive legal platform" that can provide a "one-stop service" to deal with international business disputes. The platform includes not only tribunal and council facilities, but should have a combined mechanism of "arbitrament" and "legal mediation" for disputes to be settled in the most "low cost and efficient" way. 

In September, the fourth batch of typical international business dispute cases were revealed by the Supreme People's Court of China. By collaborating with 10 international commercial arbitration institutions, more than 7,891 cases have been settled in the past five years, including international cases involving countries such as Thailand, Italy and the US. 

As the heart of China's international trading, the GBA exhibits China's legal confidence by embracing diverse legal systems. Si, the deputy director of the research department of the Supreme People's Court of China, has encouraged more "frequent exchanges" between legal institutions in the Chinese mainland and the Hong Kong and Macao Special Administrative Regions. 

Wang Junhui, an international legal expert, told the Global Times that more exchanges can help Chinese mainland enterprises "go global." 

"The emergence of such new strategies in the legal field also reflect China's growing social modernization. Laws should keep up with the times too," Wang told the Global Times. 

To support such social-legal strategies, nation-wide legal education should keep up to provide the country with more talents and think tanks.

At the event, experts such as Wang Haiyan, the head of the Academic Office of China University of Political Science and Law, shared a unique educational strategy to cultivate "interdisciplinary talents."

A legal student should be trained with knowledge in foreign languages, economy and finance as well as cultural studies. 

"We are seeking to train young Chinese legal workers who know how to deliver legal points in context with their own narrative systems and ideologies," the expert noted.  

The event was held at the CP Center an co-organized by the Law School of Beijing Foreign Studies University, School of Juris Master in China University of Political Science and Law and the Beijing Zhuoya Research Center for Economic and Social Development. 

Dates for 2024 Global Times Annual Conference confirmed, to be themed on how Chinese modernization will cope with changes unseen in a century

Looking back at the year that is about to pass, everyone has developed a deeper understanding of the major assertion that "the world is experiencing a transformation unseen in a century, and it is accelerating."

Throughout 2023, the international security situation remains severe, with the Ukraine crisis still unresolved and renewed conflict between Israel and Palestine. Team China takes lead

The Chinese delegation established a strong presence at the Chengdu Universiade over the weekend, as they bagged nine gold medals on Sunday, Day 2 of the tournament, allowing China to take the top spot on the medal table with a total of 13 golds. 

In rhythmic gymnastics, China won the team all-around by 0.55 points in a nail-biting competition. But besides their achievement, team member Li Huilin credited the audience for boosting the team's performance.

"I was quite excited when I was on the field during the competition. The audience was very enthusiastic, and I could feel their energy," Li told reporters. "I really love this place."

In archery, China defeated France to win gold at the compound men's team event. After a close final, China outlasted South Korea 5-4 to clinch the recurve women's team gold. 

Compound men's team gold medalist Du Meiyu from Tongji University, who often clapped with other teammates during the race, shared their secret to success with the Global Times on Sunday.

"We clapped to encourage ourselves, because whatever the results may be, we were trying our best to restart in the next round," Du told the Global Times, attributing the win to group efforts rather than individual ones.

Du's teammate Chen Yangsong from the Shangdong Vocational College of Industry pointed out that the main factor in their victory was their consistent play throughout the match.

"The state we strive to achieve is to shoot an arrow and forget about the outcome of the ring score, always focusing on the arrow we are about to shoot in our hands," he said. 

"We come from different regions and different schools… The biggest thing we gained was the unity and cohesion between each other, including the cooperation with our coaches and the bonding between teammates," Chen told the Global Times.

The main goal of the Chinese archery team in the compound bow is to compete for the gold medal in the men's and women's team event, Zhang Bo, leader of the Chinese archery team for the Chengdu FISU Games, told reporters.

"We have made extensive preparations in terms of athletes' mind-set and tactical training during our short period of training," Zhang told the Global Times. 

"Our athletes cooperated with each other to guide our technical movements and encouraged one another, achieving a collective strength that surpasses our individual abilities."

Zhang said the Chinese archery team's gold medal harvest in the team event is also playing a positive role in the further promotion of archery among Chinese university students. 

"It's like a seed planted inside the college student population, so that everyone can see that an ordinary student can ascend to the highest podium of the world's college athletics through their own efforts."

In Zhang's view, the Chengdu FISU Games are not only an arena for athletes to strive for a podium finish, but also an occasion for university students from all over the world to communicate with each other. 

"We can see athletes from different countries often observe each other's equipment brands during training sessions. They then engage in lively conversations, sharing their experiences and insights during meals and breaks. This creates a vibrant atmosphere of camaraderie," Zhang said.

In the wushu dicipline, Cao Maoyuan, who won the Chinese delegation's first gold at the Universiade, continued his hot form to clinch his second gold in the men's Nangun. Meanwhile, following Cao's victory in Taijiquan, compatriot Chen Xiaoli also pocketed her second gold of the Games by winning the women's Taijijian. Jin Zhedian won the men's Daoshu gold. 

In shooting, Liu Yukun, Wang Yuefeng and Li Xinmiao claimed the 50m rifle 3 positions men's team gold. Xia Qi, Duan Zhicheng and Liu Shuai bagged gold at the 25m rapid fire pistol men's team event.

The FISU Games are scheduled to end on August 8.

200th gold medal of great significance: Xiangqi master

It was an arduous journey to win the 200th gold medal for the Chinese delegation at the Hangzhou Asian Games and the victory of special significance, Chinese chess grand master told the Global Times upon his arrival to Beijing on Monday evening.

During the men's individual final of Xiangqi, or Chinese chess, at the Games on Saturday, Zheng Weitong defeated his teammate Zhao Xinxin to win the 200th gold medal for the Chinese delegation, breaking the record of winning 199 golds at the 2010 Guangzhou Asian Games.

The Chinese delegation finished the Hangzhou Games by setting a new record of bagging 201 golds, 111 silvers and 71 bronzes, the best feat accomplished by a single delegation in the history of the Asian multi-sport showpiece. China has dominated the medal table for 11 consecutive Asian Games since 1982.

On Zheng's triumphant return to Beijing, he was greeted with cheers and applause at the airport and shared his maiden Asian Games journey during an exclusive interview with the Global Times.

Zheng, who was promoted to grand master after winning the national Xiangqi championship in 2014, said he was delighted that Chinese chess made a comeback to the Asian Games after 13 years, which is a testament to the popularity of the mind sport.

Chinese chess became an official event of the Asian Games in 2010. This time a total of 39 athletes fought for three golds on offer in the mixed team and men's and women's individual competitions. 

When competing in both the mixed team and individual events, the 30-year-old Zheng said China faced stern challenges from foreign players. 

"The team event put our teamwork and mutual trust to the test. No matter who plays in each of the six rounds, we were at the coach's disposal and ready to shoulder the responsibility. We prepared each round as a team and communication was key to our success and helped relieve our pressure," said Zheng.

In the team final, Zhao Xinxin, Wang Yang and Wang Linna edged past opponents of Vietnam to claim gold. 

The historic moment came in the men's individual event. With the development of Xiangqi overseas, a growing number of foreign contestants have emerged and China is facing fierce competition in global stage. Two members of the Vietnam team play in China's national Xiangqi league.

"Foreign players have made tremendous progress and I was pushed to the wall at one stage where I had no margin for error. Even a draw would disqualify me from the final. I slogged through six rounds before reaching the final," Zheng noted.

Meanwhile, his teammate Zhao outsmarted a Vietnamese player to set up an all-Chinese individual final. 

Zheng admitted that his teammate was better prepared for the final and they didn't expect that the gold medal would set a new record for the Chinese delegation.

"I'm grateful to my teammates for our preparation for the Asian Games. We helped each other a lot during the Games. Putting our personal interests aside, our goal was to secure the gold for China," he said.

"We talked about whether China could reach the milestone of 200 golds the day before the final, but we had never thought that Xiangqi would be the record breaker. I was told the news after the final," said Zheng, who is also pursuing his MBA at Tsinghua University.

"Zhao was probably under more pressure as he was a Hangzhou native. I was lucky to win the final and be the one to set the new milestone. It was the result of the joint efforts made by all the Chinese athletes. Winning the 200th gold was a big surprise and is of great significance to me," he said.

China eventually won all of the three golds of Xiangqi at the Hangzhou Games. 

"Xiangqi is the only event showcasing Chinese characteristics at the Hangzhou Asian Games. The Asian Games is the best stage for us to promote Xiangqi and Chinese culture to the world," said Lü Qin, coach of Chinese Xiangqi team.

Without much time to rest, Zheng has already set his sights on the 5th National Mind Sports Games that will begin on October 25. 

"I need to go back to Tsinghua first and make up my studies," said Zheng, who will publish his debut book about Xiangqi opening variations soon.

Xiangqi is a two-player Chinese board game in the same family as Western chess, chaturanga, shogi and janggi. The present-day form of Xiangqi originated in China and is therefore commonly called Chinese chess.

Nigeria: Embassy diplomats experience the Traditional Chinese Medicine culture

An event to promote Traditional Chinese Medicine (TCM) was held at the Nigerian Embassy in Beijing, themed "Promote Chinese Medicine and Global Health."

Solomon Islands to undoubtedly become a 'magnet' for investments from China: first Chinese Ambassador to the Solomon Islands

Over the last four years, China-Solomon Islands cooperation under the Belt and Road Initiative (BRI) has achieved fruitful results, bringing profound benefits to both nations. In a recent interview with the Global Times, the first Chinese Ambassador to the Solomon Islands expressed confidence in the future cooperation between China and the Solomon Islands.

"The Solomon Islands will undoubtedly become a magnet for Chinese business investments," Li Ming, who served as the Chinese Ambassador to the Solomon Islands from September 2020 to September 2023, told the Global Times.

According to Li, the development of China-Solomon Islands relations has been multifaceted. At the highest level of engagement, Prime Minister Sogavare has made two official visits to China, establishing a comprehensive strategic partnership of mutual respect and common development for a new era. Head-of-state diplomacy has charted a grand blueprint for high-quality joint construction of the BRI and provided strategic guidance for bilateral relations.

In terms of infrastructure connectivity, China has become the Solomon Islands' largest infrastructure cooperation partner. China-aided facilities like the Pacific Games' main stadium and the Solomon Islands National University dormitories have become local landmarks, providing essential support for the hosting of major sporting events, promoting economic and social development.

Regarding trade facilitation, China has been the Solomon Islands' largest trading partner for several consecutive years. China provides 98 percent tariff-free treatment to products from Solomon Islands in nearly all categories, and both countries are steadily advancing cooperation in inspection and quarantine, creating favorable conditions for the expansion of exports of agricultural and fishery products from the Solomon Islands to China, leading to an increase in incomes for its people.

In terms of financial connectivity, an increasing number of Chinese companies are turning their attention to the Solomon Islands. China also continues to be committed to improving the Solomon Islands' medical and healthcare conditions by donating a large quantity of medical and epidemic prevention supplies, and Chinese medical teams have alleviated the suffering of many patients in the country. When the Chinese navy's Ark Peace hospital ship visited the Solomon Islands, it treated tens of thousands of patients in just one week.

In September 2019, the Solomon Islands established diplomatic relations with China, becoming one of China's newest diplomatic partners. Less than a month after establishing diplomatic ties, Prime Minister Sogavare visited China and signed a Memorandum of Understanding on jointly building the BRI, media sources reported.

Since the establishment of diplomatic relations, the friendly cooperation between the two countries has steadily advanced and has been at the forefront of China's relations with Pacific island countries, becoming a model of solidarity, cooperation, and joint development among large and small countries and developing countries.

In a previous interview with the Global Times in May, former ambassador Li said, "As the first Chinese Ambassador to the Solomon Islands, my most prominent impression after arriving in the Solomon Islands was the enthusiasm and expectations of the Solomon Islands' government and people for China-Solomon Islands relations." 

He told the Global Times that since the establishment of diplomatic relations, both governments and peoples have been committed to promoting friendship, expanding cooperation, and have achieved fruitful results, proving with practical actions that the establishment of diplomatic relations between China and the Solomon Islands is on the right side of history. 

"Various sectors of the country's society have shown significantly increased enthusiasm for cooperation with China, with a more resolute attitude toward upholding China-Solomon Islands relations, and support for the One-China principle has become a common consensus among various sectors," he said.
